I don't think age is a qualification. A work experience reference is usually from someone (usually a supervisor) who actually worked with this individual and can evaluate his work ethic and standard. If you can do this I don't see how age would matter. They are asking you for your professional opinion based on your history. Say for example this applicant and you worked together for 4 years at McDonalds and by then end you were assistant manager, yet you're only 21 years old. I think you would be able to tell them that they were always on time, a team player, very neat and never had a discrepancy in their cash drawer if that was the case. What does your being 21 have to do with it?
